Kindly note that I got accepted in offenburg university and have student visa valide for one year to study MBA in HTW berlin.

My question is can I use the visa I have in my hand to study MBA in offenburg univeristy of I have to issue new visa.

You will need a new visa.

PS I believe the HTW does not have an MBA. Perhaps you mean the MBA&E.

Moreover. Can i apply for new visa from germany aor i have to apply for it from my country. As i believe i can use the current visa i have to enter the country and apply for new one from there.

You should always consult an immigration lawyer. Indeed, people do change programmes. I think it would be very unwise to enter the country on a visa awarded on a basis you know is not true. Speak to the embassy or consulate.
